Maarten Hoekstra lecturer/senior researcher

Dr. Maarten Hoekstra holds a position as a lecturer and researcher at the Thorbecke Academy since the year 2010. Last year (2019) he joined the research group Cybersafety.

Maarten accomplished his master in Public Administration (specialisation Organisation & Financial Management) at the University of Twente in the Netherlands. His special interest and expertise are within the field of Policy Evaluation. Maarten applied these preferences successfully in his PHD-research: The Contributors of the Business Case: an explorative study of the functions and the properties of a new decision making instrument in the (semi-) public sector.

As a member of the research group Maarten focusses on current issues of digitalisation of the public domain. For example he participates in the nearly finished research concerning the monitoring of social media by Dutch municipalities. Maarten considers it his mission to connect research, education and practitioners in a pleasant and relevant way. That's why he currently explores issues on governance and collaboration in the field of public data and ICT-systems, known as "Common Ground".
